FED:UNICEF worried about deportation of kids

CANBERRA, Aug 5 AAP - The United Nations' children's agency says it is extremely concerned
that unaccompanied minors may be deported from Christmas Island under Labor's asylum-seeker
swap deal with Malaysia.

The first boatload of people to be sent back overseas arrived on Christmas Island on Thursday.

Immigration Minister Chris Bowen says there are 36 adults and "19 people who are either
clearly minors or who are claiming to be minors".

Fourteen of the children are unaccompanied. UNICEF Australia is calling on Mr Bowen
not to send them to Malaysia for processing.

"We would really be extremely concerned if any unaccompanied minor would indeed be
deported in such a way," chief executive Norman Gillespie told ABC Radio.

"We note that it will be a case-by-case basis and we absolutely depend upon the minister
to make the right decision in these instances."

Mr Gillespie said it had taken the UN's refugee agency the UNHCR two months to even
note the deal between Canberra and Kuala Lumper.

"Clearly they are concerned and not a signatory," he said.

"It's a trauma to come to Australia in this manner and it's an even greater trauma
to then be deported.

"The welfare of the children is of extreme concern to us."

The federal opposition says the Gillard government has created a "catch-22" for itself.

Opposition immigration spokesman Scott Morrison believes it will only take one exception
for someone not to be sent to Malaysia for people smugglers to market it as a rule "creating
more pull factors".

"At the same time, any children sent to Malaysia will be highly vulnerable, and the
governments know it," he said on Thursday.

SYDNEY, April 9 AAP - A seven-year-old boy has gone missing in Sydney's southwest.

Dylan English was last seen wandering from his home on Whitfield Street at Hammondville
towards a nearby bush reserve at about 4pm (AEST) on Saturday.

Police say the boy is autistic and there are concerns for his welfare.

Officers from Liverpool Local Area Command are now coordinating a search of the area
using SES volunteers and other police resources.

Dylan is described as Caucasian and has brown hair and is only wearing black shorts.

Anyone with information on his whereabouts is urged to contact triple zero immediately.

CANBERRA, Aug 20 AAP - A Senate inquiry into fertiliser prices has recommended the
commonwealth review trade practices laws to stop anti-competitive practices in the industry.

The Senate established the select committee on agricultural and related industries
in February to inquire into the impacts for Australian farmers on the pricing and supply
arrangements of chemical and fertiliser markets.

Since then 62 submissions have been received.

The committee, chaired by Liberal senator Bill Heffernan, handed down six recommendations
including calling on the states and territories to adopt uniform labelling requirements
across all jurisdictions.

The states and territories should consider regular sample testing for specified ingredients
including nitrogen, phosphorus and potassium in fertiliser products.

The Trade Practices Act should also be strengthened "to more effectively regulate anti-competitive
practices and prevent abuse of market power".

The Australian Bureau of Agricultural Resource Economics should also collect and publish
information relating to international price inputs on a regular basis and ensure all farmers
have access to details on pricing.

In a bid to improve transparency, suppliers would also be required to publish information
on the arrival of shipments and the amount of fertiliser in stock.

Greater certainty for the completion of orders including those placed early in the
season should also be considered.

"The committee recommends that, wherever possible, supply agreements between suppliers
and customers be more structured and equitable and, where appropriate, include standard
contractual terms and conditions," the report said.

Government senators Kerry O'Brien and Glenn Sterle, also on the committee, said they
didn't disagree with the report but were not prepared to give their approval to every
aspect of it.

"Some of it was probably a blunter way of expressing our views than we might have embraced,"

Senator O'Brien told AAP.

"(Liberal senator) Bill (Heffernan), the chairman, can sometimes be very, very colourful
and blunt in the way he puts things and we thought the important thing was rather than
nit-pick about the words in the report (focus on) which aspects we could agree with."

East Timorese President JOSE RAMOS-HORTA has paid tribute to a 15-year-old hero ..

who alerted soldiers to Rebel leader ALFREDO REINADO on the day he was shot.

The Nobel Laureate .. who was shot twice outside his Dili home on February 11 .. has
also revealed the assassination attempt was his second scrape with death.

REINADO was shot dead in the February attack, along with another rebel.

In an interview to be aired on ABC on Monday .. Mr RAMOS-HORTA says the hero in this
whole story was a 15-year-old refugee .. who had been staying at the presidential compound
for a year and a half prior to the attack.

Mr RAMOS-HORTA says it was the boy who saw Mr ALFREDO REINADO taking weapons from the guards.

CANBERRA, Dec 31 AAP - It's likely Australia will fail to meet its target to cut the
road toll, the nation's peak motoring body believes.

The Australian Automobile Association (AAA) today said the nation was falling well
behind its National Road Safety Strategy (NRSS) target of a 40 per cent cut in road deaths
between 2000 and 2010.

AAA executive director Mike Harris said it appeared the 2007 road toll would be higher
than in 2006 and the NRSS targets could now be out of reach.

According to the Australian Transport Safety Bureau, 1,601 people died on Australian
roads in 2006.

"Australia seems to be going backwards in its efforts to avoid what is a national tragedy,"

Mr Harris said.

"The 2007 fatality rate means about five people die on average every day on Australian
roads - we seem to have become desensitised to this annual carnage.

"Imagine the outcry if five people died a day in aircraft or rail accidents."

Mr Harris said an an additional 75 people were hospitalised every day with serious
injuries resulting from road trauma, which costs the Australian economy about $17 billion
a year.

"Something must be done and we as a community need to get together to tackle this national
issue," he said.

DARWIN, Dec 6 AAP - A 300kg saltwater crocodile has been hauled out of a section of
the Katherine River that is popular with fishermen and canoeists.

The male saltie, measuring more than three metres, was successfully captured by wildlife
officers late yesterday afternoon at Donkey Camp, 8km from Katherine.

Parks and Wildlife acting regional director Sarah Kerin confirmed that the hefty reptile
died before making it to his new home.

The croc was spotted in a Zone One area of the river - the area most frequented by
the community for fishing and canoeing.

"In the interest of public safety all crocodiles sighted in the area are removed," Ms Kerin said.

"(It is) a no tolerance area for saltwater crocodiles."

Under the Katherine River Crocodile Strategy, Zone One extends from Nitmiluk, past
Katherine Township to Vampire Creek.

"Within this zone permanent traps are checked on a weekly basis and the area is surveyed
by boat and helicopter regularly as part of the Katherine Crocodile Management Plan,"

Ms Kerin said.

Yesterday's capture was the 11th crocodile that has been removed from the Katherine
River in 2006, and the third one removed from Zone One this year.

"The Katherine Crocodile Strategy aims to remove problem crocodiles that may pose a
threat to public safety while promoting the conservation and management of our native
wildlife," Ms Kerin said.

The two miners discovered alive after being trapped underground in a Tasmanian mine
for five days are apparently unharmed .. after being protected by a cage they were in.

It's believed the men were protected from the rockfall by a cherry picker cage.

35-year-old TODD RUSSELL and 36-year-old BRANT WEBB were located alive before 7pm (AEST)
today .. after a rockfall on Tuesday night at the Beaconsfield gold mine .. near Launceston.

Mr WEBB'S mother-in-law JULIE KELLY says rescuers have heard the two men speaking ..

but not clearly.

He says the pair just want the rescuers to hurry up.

Police say they haven't been given a timeline for their rescue.

Their workmate .. 44-year-old LARRY KNIGHT .. was killed in the accident .. caused
by an earthquake.

His body was retrieved on Thursday.

A Victorian indigenous organisation has taken the state's Aboriginal Affairs minister
to court over a group of disputed cultural artefacts.

The Dja Dja Wurrung elders claim ownership of the two 1850s bark etchings and a ceremonial
emu figure.

The items belong to two British museums and are on loan to Museum Victoria.

But the elders are seeking a Federal Court order directing Minister GAVIN JENNINGS
to decide whether or not to issue a preservation declaration over the objects.

Such a declaration would keep the artefacts in Victoria.

But it could also mean that the government would have to pay for them.

They were due to be returned to London last year, but this was stopped by a series
of rolling cultural protection orders.

Social media great, but keep the paper

The social media sites Facebook and Twitter have been around for several years, but they are beginning to play a major role in how people are getting the world news. The Internet is now available on just about all electronic devices. Not only are people receiving the news through these devices, but users are now sending instant news as well as pictures and videos of events as they occur.

This was evident during the Japan earthquake and tsunami, as local and national news showed the events within minutes of the occurrences. Most recently, the Twitter account @BreakingNews reported a Southwest Airlines flight from Phoenix to Sacramento made an emergency landing after rapid cabin decompression. Photos from a passenger aboard the plane were posted within minutes, showing oxygen masks deployed as well as a large hole in the fuselage. Another account @LiveNewsWire obtained video from a passenger on the plane after it safely landed, showing the upset passengers.

The news on these sites is not limited to national events since local media, including the SouthtownStar and WBBM News Radio, also post local news and current events on a regular basis.

It is apparent the Internet and social media will be the most convenient outlet to receive news as it is happening. Hopefully it is not the demise of the beloved morning newspaper.

WASHINGTON -- The Occupational Safety and Health Administration today cautioned employers in the fireworks/pyrotechnics industry to protect their workers from hazards they face while handling fireworks for public events.

With July 4 rapidly approaching, retailers are stocked up on fireworks and communities across our Nation are planning to celebrate Independence Day with impressive pyrotechnic displays. Unfortunately, these exciting activities also bring the potential for tragedy for workers who handle these dangerous materials.

"Workers who are not properly trained and protected from hazards in this potentially volatile industry are at an increased risk of serious or fatal injuries," said Assistant Secretary of Labor for Occupational Safety and Health Dr. David Michaels. "Employers who manufacture, sell, display or work around pyrotechnics need to recognize potential hazards and prevent worker injuries. This holiday weekend is a time for family and fun, but it should not be at the expense of the workers who play such a large part of our celebrations."

OSHA offers a Safety and Health Topics page that addresses two sectors in the pyrotechnics industry: retail sales of fireworks and fireworks display. The Web page includes descriptions of common hazards and solutions found in both areas of the industry, downloadable safety posters for workplaces where fireworks are handled, and a video demonstrating best industry practices for retail sales and manufacturers based on National Fire Protection Association consensus standards.

United States Army John F. Kennedy Special Warfare Center and School (SWCS) builds strong minds and strong hearts, which builds a stronger marriage according to two captains in the Military Information Support Operations Qualification Course.

Capt. Dane Hughes and Capt. Elena Hughes have been married for more than four years. For half that time, deployments have kept them separated, but they're making up for lost time during the language and regional studies phase of MISO training.

Thanks to random chance and a little luck, Dane and Elena have been assigned to the same Indonesian class, held in the SWCS Directorate of Regional Studies and Education. Students are assigned specific regions based on their aptitude and the needs of the operational force.

"Indonesia is the largest Muslim country in the world; it's a strategic location," Dane said. "It's important to our mission to build strong relationships with their government to protect both countries."

During these courses, most students typically pair with a study group or partner to practice proper pronunciation and vocabulary. Dane and Elena didn't have to look too far to find their partners.

"We go home and have everyday conversations in Indonesian while classmates go home and have to practice with flashcards," Dane said.

"We comprehend the vocabulary faster when we put it into everyday use," Elena said.

"It's such a fully immersive course that we find ourselves dreaming and thinking in Indonesian," Dane said. "We even find ourselves translating what's being said on TV and the radio."

In all, Dane, Elena and their classmates will spend 42 weeks studying Indonesian language and regional culture, as well as communications media training, to learn to communicate with and deliver critical information to foreign audiences.

Dane and Elena agree being in the military and going through training together has really strengthened their marriage.

"Being in a marriage you learn to communicate, but being in the Army together, you learn all these things tenfold," Elena said. "You get first-hand experience on the reliability of your partner when it really matters, not just the little everyday things."

Everyone has their low days, but at least he and Elena are able to have a clear understanding of what each other are experiencing, Dane said.

"With dual military relationships, there's an understanding of the job requirements and time demands," Dane said.

Since they met in an Army training course in 2006, both have served on two year-long overseas deployments with limited access to phones and the Internet.

They recalled the one occasion they were able to meet up during a deployment.

"It was kind of unreal having a bit of normalcy on deployment. It was like we had a secret, being able to have dinner and a movie together like a regular couple," Elena said.

She says experiencing the same training helps her when Dane is on a hard mission because she knows personally how well prepared he is.

"I have confidence in his training and capabilities as a Soldier to take care of his team and himself," Elena said. "I would follow my husband into war, that's a special reassurance when we're apart."

Saudi Arabia shortlists PCCW, Verizon for second fixed-line license.(SAUDI ARABIA)

Saudi Arabia has selected groups led by Hong Kong-based PCCW, Verizon Communications, and Bahrain Telecommunications Co. for its second fixed-line telephone license. In March, 10 groups had submitted their applications for obtaining the license that will eventually break the monopoly of state-owned Saudi Telecom Co.

According to the Communication and Information Technology Commission, the kingdom planned to open bids from these three groups on April 21.

Interestingly, bids from big firms like China Telecom, Saudi Arabia-based Etihad Etisalat (Mobily), and South Korea-based KT Corp. were disqualified. Saudi Telecom Co. has a fixed-line user base of over 4 million, having a penetration rate of around 16 percent. Its Internet penetration is just over 3 percent.

When we left Albany for a six-month sabbatical visit to Israel more than two years ago, some friends and family predicted we would not return to America. We laughed at them. We had a home, employment, friends and community in Albany. Our relatives were within a day's drive.

We had no family or friends in Israel, and we knew only the rudiments of the language and culture.

Perhaps those who predicted we would stay knew something about us, or about Israel, that we didn't. We are still here, and we have no intention of leaving.

What happened is that we fell in love. We did it the old-fashioned way: We didn't expect it, but one day we woke up and realized we were having a love affair with this country.

In our first weeks here we traveled to parts of the country we had never seen. We signed up for classes in Jewish studies and Hebrew language.

The first people we met gave us a flavor of this crazy quilt of a country: Jewish emigres from more than 100 countries speaking more than 80 languages, religious and secular, traditional and ultra-modern.

What impressed us from the beginning was their determination and fearlessness. These were people who had taken history itself by the throat and shaken loose concessions from a world that had nearly allowed their extinction.

There was Rachamim, whose father rode to Palestine from the mountains of Kurdistan on the back of a donkey in the 1930s and opened a plant nursery in a Jerusalem neighborhood on the border of a hostile Jordan.

There was Alexander, who fled the fiery hell of Europe in the middle of the century, fought in three wars for Israel and has spent 55 productive years as a printer, writer and archivist.

There was our Hebrew teacher Ayala, a native Jerusalemite who has lived through five wars but reminisced with pride of the state's early days, when food was scarce but every door in town went unlocked, and people could wander into the homes of the country's top leaders on a Friday night.

``Behold, thou art fair, my love; behold, thou art fair; thine eyes are as doves behind thy veil; thy hair is as a flock of goats.''

As we learned the basics of Hebrew, we sang the simple songs of the country's early days. Tears came to our eyes as we sang ``Jerusalem of Gold,'' a 1967 pop song that became a second national anthem when Israeli soldiers liberated the Old City of Jerusalem.

We were in the first stages of infatuation. As we traveled around this tiny land, everything about the country looked bright and beautiful: the Old City of Jerusalem's golden glow at morning and evening, the Judean Desert's sun-baked starkness, the Dead Sea's otherworldliness, the Mediterranean's crisp blue.

An ex-New Yorker invited us to his home for a meal at Rosh Hashana, the Jewish New Year, six weeks after we arrived. As we sat at his table, he predicted we would stay here, even though we had not given it a thought. He didn't know it, but he was showing us how we might stay here. The way he overturned his own life at age 40 provided us with the first of many role models.

As we broke the daylong fast of Yom Kippur a week later, we sat in a tiny apartment with another group of people as everyone said what he or she hoped for during the year ahead.

``Clarity,'' I said.

We had stepped past the infatuation stage to a desire for a deeper commitment without noticing it. We expressed our commitment by wanting to stay longer than our original six months. I joined what seemed like a promising company at the dot-com boom's peak.

``I will rise now, and go about the city, in the streets and in the broad ways, I will seek him whom my soul loveth.''

Our love affair bloomed. We had money coming in and the time to travel north and south. The political situation was good, and streets and roads were quiet. We explored the country like a lover explores his beloved's body.

My first job blew away like sand in the desert, but I quickly found a new one, and we stayed. The Internet bubble still had air left in it. Our language skills improved. Our older son entered the public school system.

Like all love affairs, ours began to have its challenging moments. We began dealing with the maddening local bureaucracy in earnest. My wife's attempt to get an Israeli driver's license required a dozen trips to five offices, not to mention driving lessons.

But we began to understand the people yelling at us on the phone, in the market and at the bank. We never spent a weekend alone, as new friends absorbed us into their lives. When another Internet company collapsed under me, I found a third job. Our kids began watching Hebrew cartoons and laughing at the punch lines.

``Whither is thy beloved gone, O thou fairest among women? Whither hath thy beloved turned him, that we may seek him with thee?''

Today, we understand better the reality of our relationship, what it is that we love. For all of the ways that biblical themes resonate here -- in language, religious practice and cultural values -- this is more than the land of Abraham, Isaac and Jacob. This is a modern state with modern problems.

For the past 18 months we have felt the stress, uncertainty and danger of this very real place. As my wife has come to realize -- to her chagrin -- all the spy novels I read don't even come close to matching the reality we live with every day. Terrible violence, bizarre plots and secret weapons caches are facts of life here.

The pressures of the conflict with the Palestinians are matters of daily concern: Should we avoid downtown today? Is it worth a trip to the outdoor market, or is the chance of a suicide bombing high? Should we send our son to a birthday party in a part of town where a terrorist sprayed gunfire yesterday?

And so, our relationship has matured: from love affair and infatuation to commitment, shared vision and responsibility. Our love for this tough people and rugged land has deepened like a solid marriage. It is real love that we feel. We feel with it a sense of purpose and meaning in our lives that we simply could not experience anywhere else.

PacketExchange acquires XchangePoint and gains new investment.(MERGERS AND ACQUISITIONS)

PacketExchange, the Internet peering innovator, announced the acquisition of XchangePoint, the pan-European metro area interconnectivity company, for an undisclosed sum. The acquisition, which follows Bank of Scotland Equity's (HBOS) $3 million investment in PacketExchange in November 2004, forms part of the company's stated aim of accelerating its growth by expansion into continental Europe.

As a result of the deal, PacketExchange expands its direct sales presence in Germany and the Netherlands, and acquires access to XchangePoint's 170-strong customer base. The company's product offering is strengthened with the addition of XchangePoint's metropolitan area services to PacketExchange's international services. It offers customers Ethernet alternatives to traditional Internet services and greatly improved Internet performance. Packet-Exchange can now offer 25 percent of all available routes on the global Internet via its own network.

The deal is underpinned by new investment in PacketExchange from existing XchangePoint investors. This forms part of the continued drive for new investment in PacketExchange. Kieron O'Brien, chief executive officer, PacketExchange, said, "The proven growth potential of PacketExchange, the major factor behind the HBOS investment, will enable us to continue to generate further new investment to achieve our stated goals."

Republicans want a more restrained budget approach

American families are having to sacrifice, and Republicans say the federal government should follow their example.

Budget plans offered by Republicans hold down deficits while addressing the struggling economy, health care and retirement security, Rep. Paul Ryan said Saturday in the Republican radio and Internet address.

"The budget House Republicans offered gives Americans a real choice," said Ryan, top Republican on the House Budget Committee. "It curbs spending, creates jobs and controls the debt.

"American families are making sacrifices and tightening their belts. Washington should do the same."

Ryan said Republicans are trying to do just that.

"The Republican budget has lower deficits than the Democratic plan every year, and by 2019, has half the deficit proposed by the president. Under our plan, the public debt would be $3.6 trillion lower than President Obama's plan."

Obama's Democratic allies passed plans Thursday broadly supporting the administration's agenda of higher spending on domestic programs like education and overhauling the health care system. Twenty House Democrats, mostly from Republican-leaning areas, abandoned Obama on the final vote due to unhappiness over deficits.

House Republicans lost a vote last week on their alternative budget, with more than three dozen of the chamber's more moderate members defecting from the party in a 293-137 tally that rejected cuts to Medicare and the Medicaid health care program for the poor and disabled.

But Ryan said Democrats' budget plans will raise deficit spending to unacceptable levels.

"The president's budget, which passed the House and Senate this week, will make the crisis much, much worse," he said. "Rather than getting spending under control, it sends spending out of control. Rather than keeping taxes low to create jobs, it chases ever-higher spending with ever-higher taxes and results in ever-higher debt _ an unprecedented, unsustainable increase in red ink. It doubles our national debt in five years and triples our debt in 10 years."

Ryan said the Republican budget gives priority to national defense and veterans' health care and freezes all other discretionary spending for five years.

Democrats just put off tough decisions, he said.

"Their budget puts all the sacrifice on future generations," Ryan said. "It makes no tough choices. It's only tough on our children and grandchildren."
